Уставиться как баран на новые ворота - to stare stupidly

Уставиться (смотреть) как баран на новые ворота - to stare (look) stupidly (at something)

Что ты уставился на меня как баран на новые ворота? = Why are you staring at me like an idiot?

Ваня смотрел на учителя как баран на новые ворота. = Vanya was looking stupidly at the teacher.

 

Literally the expression means "to stare (at something) like a sheep at a new gate".  Usually sheep seem not to recognize a place if the gate has been repainted and refuse to enter, hence the expression.
